Many online retailers simply will not ship to PO boxes. There are size and weight limitations for postal services, and while they will accept large "light" boxes, it is usually cheaper to ship via a "real" courier, which cannot deliver to PO boxes. As well, post offices will not accept "hazardous" materials such as paints and thinners in PO boxes. Also most retailers insist on a signature as proof of delivery as they assume the liability to insure the package arrives, and that is not possible with PO boxes. It is against the rules for the postmaster to sign for your mail! Therefore, most make it a policy not to ship to PO boxes.
Many retailers will ship to APOs as a special service for the military, as they are not subject to the same stringent set of rules post office's are famous for.
Each online retailer has their own set of policies, and it is best to contact them directly. You may even get them to make an exception to their rules. Doubtful, but you never know until you ask!

If you order with the cheap shipping option, it comes via the mail. The upgraded shipping is probably FedEx. All orders used to come FedEx.
