Chris, I take it you mean the orange and black stripes. That is the St George Ribbon. It first appeared in the late 1700's as part of the Order of St George. Its commonly used as a part of a lot of military decorations and has a strong association with WW2 due to it being used as the ribbon on the Great patriotic war victory medal, hence its application on vehicles taking part in this parade.
It has come to more prominence in the last year as the ribbon is worn by the Russian separatists in the Ukraine.
