Yeah, just to elaborate on what GM already said, drill a small hole in the figure's heel, another in the base, and then stick a small piece of wire in there. I use a cut piece off a paper clip, cheap and easy to find. I tend to cement the piece in the heel but leave the part stuck in the base free so I can remove the figures for transport, cleaning, etc.
If you just cement the figure directly to the base it's only a tiny point of contact and I find them ripping off or falling over. The pin gives the figure some support there.
