On my model railroad i used 50% water 50% acrylic matte medium mix. First wet foliage with isopropyl alcohol. Then apply matte medium mixture.  

Eyedroppers work for application.  Or bottles with the nozzle type cap for larger areas.

While it is tricky to work with, I'm a firm believer in 3M Super 77 Spray Glue. You'll need to practice your aim with the spray can, otherwise you will have it all over the place, but it has superior tack and is a very fast way to make trees. I used to make architectural models and museum displays, this is the only glue we used in the shop to make trees.

I've been working on my first mini-diorama for my 1/48 SU-122 and wanted to put in a tree. I've been looking at some of the woodland scenics tree kits and they all recommend their Hob-e-tac.  Problem is, none of my local stores stock it.  I've been told it's essentially white glue (PVA), but others have said plain PVA is too thin/runny in comparison. I've also seen Mod Podge suggested.  
If anyone here has experience with making scale trees, could you give me a recommendation on a good foliage adhesive?

 Look for Aileens glues. Wal-Mart carries it in the craft section. Spray glues work well but are very messy.

When i have made trees and bushes, i just sprayed diluted white glue and that works fine.
