AM building the GWH F-15 and the kit has separate flaps and ailerons I don't think the flaps would be down on a parked a/c.. Many of the pics I see of built F-15's have both ailerons in the down position, do they droop after hydraulic pressure bleed off or are they mistaking the ailerons for the flaps.
