Stumbled across this image today and I can't figure out what kind of plane this is. The rudder looks like a Spartan C3 but I don't think that's it. Any ideas?

That's the closest thing I've seen yet. The cockpit and wheels are a bit different but those may be modifications made by the flight school.

edit: just read the early cockpits were open tandem. This is the bird!
