I found these figures from Preiser. They're modern German Bundeswehr, but look like they could be made to work. Unfortunately, they appear to be out of stock wherever I look.

Locomotive engineers?

Modeling is an excuse to buy books.

I wouldn't try to file anything that small ( and soft).  But you could try just swapping heads.shouldn't be too tough.

1/87 USMC figures?

I'm building a train loaded with Seabee construction equipment and am looking for some figures to complement the models. From what I see on Google, modern Seabee figures could for the most part probably be made from modified construction worker figures (they seem to be clad in T-shirts, hardhats and fatigue pants), but I've also seen them wearing USMC-style fatigue hats and I'd like to include a few of those as well. The only USMC figures I've seen are WWII combat figures in the usual shooting, fighting, running poses. Any ideas where I might find such figures, short of filing down a construction helmet to resemble a fatigue hat?
