Seriously, I am currently building a diorama where I wanted to show the effect of strong winds on the elements of the diorama. Part of it is a soldier removing his head gear and exposing his hair to the wind causing it to flutter. Since all figures come in with a shaved-off head (for head gear connection) I used Tamiya Basic Putty and sculpt it to simulate hair. Hair I mean here it is...

Dwight, the picture won't enlarge, and it's too tiny to see as it is! It looks like he's wearing a beret on my monitor.
Can you try loading a bigger pic?

Brian, right click the picture, click properties then copy the url and paste to your browser to manually enlarge the picture.

As far as the hair goes it does look a bit like a rug from here. Maybe it will work better when painted and in context.

Another option is to sculpt 'hair' directly onto a bare head. Paint some liquid glue onto the head and using a needle or a pin in a pin vice, you can sculpt hair as the plastic on the head disolves with the action of the glue. Repeat a few times, as the liquid glue will evaporate quite quickly. You can create quite long hair if you need to as the plastic starts to 'string'. If you are careful, you can also use this technique to sculpt beards and moustaches. Honest! Try out on a spare figure first, of course.

Good ideas and handy. Hornet makes a pretty large selection of bare heads that have some great expressions and facial types. This will come in handy to convert some.
