As somebody who is into wargames figs, model railways
and boats, maybe I can help!
For a start you need to work out exactly what size figs you need...
You refer to 1 inch, which is
25 mm - good news is that this is a standard fig size. Bad news is that
most figures sold as 25mm are in reality 30 mm tall, so are going to be way too big.
Next you refer to 22 mm, bad news is that this is not a standard fig size
1:87 is the standard 'HO' model railway scale, figs here in theory would scale out to about 20 mm, and there is a fair chance that you can find some suitable figs in the 'toy train' shops. Contrary to the trend tho, most of these 'model railway' figs tend to be a bit
under size!
Still with me? Good! 'cause the seriously good news is that in the
wargames dept of the LHS you should be able to find boxes of plastic wargames figures in nominally 20 mm scale with about 50 figures in a box for only a couple of dollars. Whilst there will be no specific sailor figs, there are all sorts of infantry figs from virtually every historical period. Napoleonic and/or Revolutionary Wars figs should provide plenty of candidates for ships officers and marines, and I imagine that a little work with a sharp knife carving away unwanted weapons and headgear from some of the 'ancient' period figures would give a fair selection of motely ships crewmen.
These 'soft' plastic figs need thorough washing in detergent to get the copious quantities of mould release oils off, but then they take acrylics really well.
These figs may be very slightly underscale - 82 * 20mm = 1640mm, which is about 5' 4" tall, but they tend to be a millimeter or two oversize, which pushes them up to about 5'6", which should be near enough!
