Yes, but be very careful with the amount of pressure you are using when scrapping or rubbing with whatever tool you are using. I have taken the extra care to ensure that the decals are sealed, and completely dried, as would be part of the normal decaling process before applying the hairspray. I use a hair dryer on the individual applications and I have had good results with it. I would also suggest trying it off model on scrape plastic or an old kit if you're not comfortable with it.
