I need a little help making the guns for a P-38 Lightning 1/32 scale.
The guns areon top of both engines. This will be made out of plastic.

The guns aren't located on top of the engines on a P-38. I believe what you are looking at are the superchargers. The guns are in the nose.
As for replicating the gun barrels, you might try hypodermic tubing. You can buy it at www.smallparts.com

I looked a little closer and You are right.
Any idea on how to make them?

Like Chopperfan said, use hypodermic tubing. You can also use small diameter styrene rod drilled out to show the bore.

Finding hypodermic needles in larger sizes can sometimes be difficult. If you can't find any at the local pharmacy that are large enough, check with your local vet, he may be able to help you. If you live in a rural town, check your local farm supply store or Co-Op. A well stocked farm supply will have hypo needles that will allow you to recreate barrels up to a scale 40MM in 1/32 scale.
One word of caution however. If you have never purchased or tried to purchase hypodermic needles in your area, check with your local authorites as to any regulations on the purchase. In some areas, purchase of hypodermic needles require a doctors prescription.

speaking of a/c weapons is there a website(s) where i can find out what the O.D. of various weapons, .50 cal., .30 cal, etc., ? the reason i ask is because if i can find out what the various O.D.'s are i can determine what size hypo needles to buy

any and all info on this would be greatly appreciated

I did found the superchargers,now I have one more thing how to get teeth marks
out of them? I left the box on the floor and my 8 mouth old tryed to eat them.

I don't go with the OD as much as I do the ID. That is what you are wanting for the caliber of the weapon in question. The ID and OD would only matter to the true "rivet counter".
Since I am not a diehard "rivet counter", I just go with the closest ID. In the scales that we work in? As long as it's close, it's good enough for me. If you want the IDs of the various calibers. Let me know. I have them for 1/72, 1/48 and 1/35.

Putty and sanding.

I believe there is a metal barrel set for the 1/32 P-38, but I'm not sure. It is made by a company that makes metal tank barrels.

I have a baby too and I'd never leave my stuff lying around. The safety of the baby is more important than my hobby...
