Hey Vert,
What scale are you working with? I did a diarama of a 1/48 scale Hellcat parked near
a runway and I used Cheesecloth I painted Khaki. Do a dry fit first to get an approx
fit. then either spray or brush paint the piece on Wax paper and fit damp to the frame
of the shelter. I'm not sure what you should do if you're fitting it right onto your model.

Cheesecloth is good, so is guaze bandage.
A lot of the modern nets have IR reflective materials woven in (looks like strips of plastic). I have seen some creative use of tea leaves to simulate this.

Give this a try - you'll need some cheesecloth, paint (or fabric dye), a can of spray contact cement and some kitchen spices (parsely leaves or chives work well). Spread the cheesecloth on a flat surface (thumbtacking it to a piece of cardboard works). Paint it (or dye it prior to putting it on the surface) and let it dry. Once dry, ensure the paint hasn't stuck the cheesecloth to the surface and then spray it with the contact cement. While the contact cement is still wet, sprinkle the spice of your choice on the net (or lay the damp net into the spice you've spread on a flat surface). Let everything dry over night, then cut it to size. Note: you might want to crush the spice leaves more in order to get a better scale effect
