Can I use Model master acrylic primer under Testors enamels? If so, what do I thin it with? Second question, can I use Tamiya acrylic flat clear over Testors enamel? And if so, what do I thin it with?

Model master makes its own acrylic thinner. It is in a plastic squeeze type bottle. They have it at hobby lobby. Use only that. I also wouldn't recommend the flat over the enamel, but acrylic primer then enamel paint is fine. Use acrylic paint instead and there is no trouble. Forget enamel, dangerous fumes and incompatable with acrylics mostly. Come into the new world! forget the old days.

You can use Tamiya flat clear acrylic (XF-86) over enamels without any problems whatsoever, assuming the usual caveats ie. the enamel is fully cured, not just dry. Thin with Tamiya X-20A acrylic thinner.

Do not attempt to use X-21 Flat Base as a flat clear coat. It isn't. It's an additive for gloss paints to make them flat.

 MM acrylic primer is known to have VERY poor bonding qualities. I stopped using it because it kept lifting up when removing masking tape at certain masked areas .

A good solvent type primer like Tamiya's or Alclad is best. I have also used decanted Krylon primers with good results.

Is that just MM Acrylic primer or does MM enamel primer have issues too?

I haven't used the MM enamel primer in particular but being solvent based should provide a good bond.
