It appears to be a SUMI pen that the japanese use for calligraphy as every one else has stated. I got mine a long time ago from Michaels Arts.

I downloaded a copy of Dengeki Hobby and I was looking thought I found an article that a very cool looking way to do a gundam.

I put a red arrow point to the tool.  I can't figure out if it is a type of paint brush or a pencil like object.  I really like the "scratches" it puts on the model

If it is a pencil type object what is it call and where can I get it?  But if it is paint what colors and mix is it?  I see the Tamiya paint on the one page but I am not sure if that is what they are using here.

 Looks like a quick way to create a model, just assemble, clear coat weather, then scratch it.
