The answer is in this post.

The X-21 is an additive, not to be used by itself.

You can also mix it with Future to achieve various levels of flatness.

Tamiya X-21 Flat Base is not a flat clearcoat. It is an additive  which is used to make gloss colours (including X-22 Clear) flat.

BE WARNED: DO NOT use it on its own. Doing so will result in a model covered in sticky translucent white goo.

To make a flat clear using this product, mix it with X-22 Clear (or Future) in a ratio of about 4 parts clear to one part Flat Base.

Has anyone used Tamiya's flat base X-21? How does it dry. In the jar it look simi-transparent. Will it dry clear.
