Your problem maybe the Windex. As it is ammonia based it could be breaking down the acrylic paint you are applying. Try using Isopropyl alcohol (90%) instead.

I like using Tamiya Flat White as my primer.

The only White I really like is from Floquiol, but that's an enamel.  For Acrylic, I find Vallejo to be quite good, but it will take a few thin coats to cover properly.

I have trouble getting the color white from model master to cover and flow correctly.  I am thinning it with various amounts of windex.  All the other colors behave well and I am looking for any advice/feedback on acrylic whites.
