Which hobby paint offers the best adhesive quality? Can you get away with not laying down a primer coat by using a certain brand that has strong adhesion? I did find out the hard way that Vallejo paint requires a primer.
Any enamel or lacquer will give good adhesion or bite, while acrylics mostly benefit from a primer
Humbrol enamels give excellent adhesion and are tough as nails once dried and cured.

MRP paint. Rock-hard cure in less than an hour and adhesion is as if the part you just painted was molded in that color. You really have to try to knock it off.
I always use primer though, so I wouldn't know how it does on bare plastic. My experience with not using primer is that the paint just tends to slide around on the plastic while you're airbrushing it. So, I have a 4 ounce mason jar of decanted Tamiya Gray Surface Primer that I thin with MEK and spray with an airbrush.

In my experience if to not use primer then enamel thinned with lacquer thinner is next up. And scuff your parts with fine sanding pads ( I like 2500 to 3000 or so. Acrylics all need primer, they simply don't stick to plastic but to primer very well.. All paints stick better with primer but enamel without primer does ok if . I'm going by my own scratch tests I've performed.
Decanted Rustoleum Painters Touch and 2X do well on plastic. The 2X has a primer element built into it. Course you don't get the all color selectiion of some hobby paints but I find a way so to speak.

MRP has two paint lines, a lacquer and an acrylic. I personally haven't tried their lacquers, but their acrylic performs far better with a primer. Hand brushed is has so so adhesion to bare plastic, but is a bit translucent. More than one coat is required for proper coverage.
Gunze Mr Hobby and Mr Color are super tough paints. Smelly, but good.

The stuff for airbrushing is acrylic lacquer. Their aqua and figure lines work great over primer or other paint. The acrylic lacquer has ruined me for all other paint for airbrushing...its that good.
Still like the Vallejo Model Color a little better when I'm hand-painting though. Seems to have a longer life in the pallette cup, and they had the perfect colors for some of the plumbing and wiring in the Su-25.

Yes, both are great paint lines. The water based ones have about the same odor level as Tamiya. But are much tougher! And they have finally dealt with the labeling issues and are again being imported to the US!!!
