                        Can decals be put on over bare metal foil?

                        Yes, you can. I would improve adhesion by either putting some future floor polish where the decal is going, or a diluted mixture of elmers glue and water.

                        Decals work fine with either Bare Metal Foil or Alclad.  The smoother the surface, the better for decals.
