Try a finger- or toenail clipper, which you can pick up at a drugstore for a dollar or two. Makes a nice, 90 degree cut in brass, copper, plastic, etc. The blades won't stay sharp forever, but the gadget is cheap enough to replace. And the other end has a nifty little file on it.

Sign - Ditto [#ditto] - Or a single-edge razor blade. Put the wire on a hard surface (I use ceramic tiles from Lowes; about 0.50 each), put the blade on top, apply LIGHT pressure, and roll the wire. It will cut right through and give a pretty clean cut. Also works great on brass tubing.

You can roll the brass rod under a large Exacto blade to produce a nice even cut. After the part is deeply scored it will snap off cleanly.

Electrical wire cutters with a 180 degree cut, use them also for cutting parts of the sprue.
Finish off with a bit of sanding.

With me, it depends on diamiter, I use a razor saw or Dremal (dimand cutting wheel) and finnish the edge with a small file and sand paper.

I've been using regular wire-cutters, but they're not giving me a clean edge. What do you guys/gals use?
