Your question is hard to interpret, but I *think* you're trying to ask whether or not you should completely assemble a model and then paint it, or paint the pieces first and then assemble it after.
I think the answer is 'somewhere in the middle'. I build various sub-assemblies to my models and then paint. After the various sub-assemblies are dry, I start putting them together to complete the model. There is always additional painting once the sub-assemblies come together, but it's usually minor touch-ups and/or clear/flat coats. Note that going this route *usually* implies that you assemble the model differently than what is noted in the instructions. Some people are OK with building it their own way, and others need to go by the book.
