The title says it all.
I thought of this when I happened the browse throught the Rules/Etiquette forum and saw the message at the top of it, asking all new members to read it. You increase the odds of that happening by making thar forum much more visible and prominent.
I belong to other forums that have a "Read this first" forum of one kind or another, that pin it to the top of their landing page.
