I think a link to these should be placed on at least the main forum page. As it is, I just found them semi-buried one level down under annoucements. A new visitor or member to the forums might well ignore the Announcements if there are no new posts there.
I think making them part of the FAQ, or having them linked from there, would be a good idea.
