I take it you're referring to the other thread which discusses the possibility of "non-staff" mods? I can see your point about "cowboy" mods "shooting from the hip", but it depends on the individual and their level of experience moderating forums. I'm sure there are a number of experienced forum mods (other forums) among the general membership here.
Now I'm not blowing my own horn, but I noticed straight away that he had several hundred posts to his name, so I looked at previous posts, which as noted, were quite reasonable and non-offensive.
So it would be a reasonable assumption that (a) Someone has hacked or otherwise accessed his account, or (b) he forgot to take his meds, or (c) there is some sort of personal issue at his end.
There's nothing that any mod can do about (b) or (c) but in the case of (a), the next step for the mods would be to check the ip address on the last round of posts and check for consistency with previous posts. If there's a disparity, that might suggest that a third party has accessed his account.
If that's the case, they would check the administration logs to see if there have been any account profile changes (eg. password/email address) If the email address hasn't been altered it's an easy fix, the next step is to alter the user's password and drop them an email asking them to contact the administrators for the new password. However if the original member's email address has been changed I don't know if there's another way to verify his identity and restore ownership of the account.
Now I'm not saying that this is how it should be fixed - this is just the way I would do it. What I am saying is that it shouldn't be assumed that someone given mod status is going to wander around the forums with a big stick looking for someone to whack.
