At the right of the screen, you will see your user profile block. Click on Edit Your Profile
You will see your profile options screen. Scroll down to this section and check your Default Content Editor settings.
If you have "Standard" or "Enhanced" selected you should have the smilies and other options available. If not, it may be a compatibility issue with your browser.
