what graphic app is best for a mac to make decals?

I have a mac mini and would like to try my hand at producing some decals. there are more than a few graphic apps to choose from . what would be the best app to choose ? i'd like to use clip art and be able to design my own and resize them without losing detail. i also restore old die cast in 1/64 scale and reproducing decals for these as well would be great. thanks for the help
