I don't think you can upload files directly to finescale.com for hosting (if that's what you meant.) I'm pretty sure you have to point to the files hosted elsewhere.
As for the signature, on the right where you see your username and avatar, you should see the link "Community Settings." Click that, and there should be a text box to enter your signature.
