A quick look suggests that Model Expo, which owns Model Shipways now, does not have the plans for sale.
You absolutely will need the plans to proceed.
But there is a very strong possibility that a member here may have them. If so they can be scanned and emailed to you, and it would be reasonable to offer at least shipping and scanning costs for the favor.
