I believe that was the beginning of rule tightening (tie-down straps, driveline straps, etc. to protect the strip and the driver).  Doesn't look like it would keep anything from flying off though.  

Take a good look at pic #22.  A - No helmets - - -although the driver in the dark Dodge Dart is wearing a hat.

                                               B - No seatbelts

                                               C - PUFFING ON A CIG WHILE DRAG RACING.

Oh man, those were the good old days. Hahahahahahahahahahaha.  I remember them well.
