Yes, it is. When an enlisted man reports to an officer, he is supposed to be at attention, as shown there. The officer may order him to go to “at ease”, a more relaxed, semi formal position to speak. But they can opt to hear him out as he is there. Ideally, the officers should be not so relaxed themselves. Which kind of leads me to believe that they may be having a little fun with him, putting him on the spot in a feigned serious manner. They do not look upset with him.

Of course I am going off US Army protocol. I did spend a week with the Bundeswehr back in 1984, but my memory of their protocol is very hazy at this point. 

 

What Stik said, should always be at atention when addressing a senior NCO or an Officer. I had the same thoguht as Stik when i saw it. Not sure which Officer the Cpl is addressing, the one standing or the right right against the tail, from his posture, i am thinking the latter.

The one at attention is also of corporal rank, all the others appear to be officers.

From the way that the one guy is standing at attention, while everyone else is quite relaxed, it looks like he is reporting something to them in the proper military manner.
