Gluing " Rubber " tires to Plastic Rims Question

I found some rubber tires of the right size and tread pattern for use on my Rommel's Rod project.

However,  the "rubber"  tires are separate from the rims and actually "stretch" over the rims leaving visible gaps.

I want to seal the gaps so I can make one piece resin casts.

Question:

Is CA  with baking soda the best way to ensure the "rubber" is glued to the plastic and all gaps are filled before a mold is created?

Try Gator glue, or Elmers to fill in, as you can build it up gently

superglue might be a little hot...
