"The Principality of Sealand" is what I was thinking about, it's "Prince" was Roy Bates. It was previously HM Fort Roughs before "Prince" Roy & his Princess took it over in 1967, at one point they were even issuing their own passports. It went up in flames in 2006 & makes some interesting, if bizarre reading;

There are some of these in the Humber estuary - did some clown not buy a sea fort, convert it into a "house" & then try to declare it a principality or something?
