An old bristly toothbrush is brilliant for dry brushing

Don't throw away those old toothbrushes! Some of you might already know this. They are really handy for dry brushing. Almost foolproof. They find those edges easily. The harder you stroke the better. Made a 1/350 U-47 from Revell. Had a jet black hull, and I wanted to cover the panels with rust. Rubbed off most of the paint to get the excess off . Handled the kit roughly with the brush, as it was given a good beating. The best part with the toothbrush, they can last much longer than your expensive dry brushes. It's an amazing tool!

I would like to try this.

Do you wipe the bristles almost completely dry as you would when using a paint brush before you start?

Oh yes. It´s vital to wipe off most of the paint. Use an old newspaper and try to get as much paint off it as possible. When the paper is less streaky, you are all set to apply with the brush. Keep in mind that the brush is for larger parts, not dinky ones, that are prone to break. :c)
