modeltrainsoftware.com has a product called "Model Builder" that allows you to "create your own buildings".

I suppose you could print the designs and use that as a template to build out of sheet styrene or foam board.

I know there are European readers of these forums. I suggest maybe asking in the Armor forum.  I would think you would not need detailed interior drawings, only outside "elevation" views.

It is so easy to re-scale drawings these days that having a drawing in any scale will do.  Virtually all photo editing programs will resize a drawing- some print drivers even do it.

Usually building plans are in what is known as an architectural scale- so many inches per foot.  So the scale is easily divided by two.  So scales used for buildings are likely to be 1:12, 1:24, 1:48.  But again they can be easily rescaled in your computer. If you find a hard copy plan, you will need a scanner, but these days most printers include a scanner.
