There are several model car accessory places that offer figures in either 1:24 or 1:25.  With people the differences in the scale are not that important. I think Model Car Garage is one of those places.

Hello!

You might try shops that sell stuff for architectural models. 1:25 would be the scale then. On the plus side that would be "civilians" - almost or no customization necessary! One such shop was called "Modulor" and operated out of Berlin, Germany. Other, similar shop was in London, on the Leman Street. I'm sure you can also find others, they often sell to students of architecture. Hope it helps, have a nice day and good luck

I have also been looking for figures to go with aircraft and armor of that scale but the only items I have found so far in 1/24 from Preiser have been these:

Try googling Preiser figures.  They produce figures in scales from 1/350th to 1/22.45 (G scale)  HTH

1/24th scale figures?

I am building the Revell 1/24th scale Routemaster London Transport bus - which was used in the 1960s, 70s, 80s and 90s. I am looking for a populate it with passengers as well as the bus driver and conductor. I need over 20 civilian figures - men, women, children possibly. Mostly seated. I am open to a fair amount of customization. I have looked at some of the 'pit crew' type kits, but they include only a limited number of people and for what I need the 'per person' costs starts to become prohibitive.

I thought of model railroad modeling as a good source (G Scale I believe), but I am not too familiar with this branch of modeling. What I have found thus far online and in stores are either figures that are very crudely moulded or pre-painted figures that are quite detailed and lovely, but very expensive, especially considering how many I will need and that I will have to adapt whatever i start with to fit in the seats anyway. 

i feel like what I am looking for is out there somewhere, but I have just not hit on the right wavelength to find what I am looking for. I am open to white metal, plastic, vinyl, resin etc.  any ideas?
