Yes, I've ordered from them about half a dozen times, and currently have something on order.
Their web page can be viewed in English, just click the British flag at the very top.
They do have a huge list of brand names to order from, but do not stock every single item - so that could delay your order. I just use straight Paypal, never bothered with setting up an account with Soga.
I noticed Armorama advertises them, and once in a while they do post at PlanetFigure to showcase their own brand of figures.
