I live in California so I don't know if this helps but Amazon has them with free shipping from Japan. 2 weeks and the best price. They work great btw. Good luck. 

I've been making my own for some years now. Just cheap craft store acrylic paint, water and a drop or two of dish soap....for what it's worth. This goes down on top of lacquer gloss, so there's no worry of it of it messing up/staining the paint. If you use acrylic paints/gloss...don't use acrylic washes!

Hey there Dazza!  Have you tried checking out Hannants in the UK?  I don't think they have the Tamiya panel wash per se but they do have a line of Flory panel line washes.  I've never used that product so I'm not sure how they are compared to Tamiya.
