There are lots of companies such as Verlinden, CMK, Eduard, ICM, and PJ Productions that make figures. Or some kits, especially Revell/Monogram come with a few and many builders tend to toss them in their spares bins. Your subject area may narrow down the choices available.

I have alway had good luck on the dreaded E-Bay.  I usually roam looking for somone that is getting rid of their extras/spares. Picked up some realy good lots for my own spares bin.

If you are into converting there are also other figures sets on E-Bay that can be found. Just type in "1/48 figure"

Also there is a German firm "Preiser" that has 1/48 or 1/50 figure sets.  They are mainly for trains but they have some good Luftwaffe pilot sets.  Again, I find then on E-bay (not that I love E-bay but they are handly for some things), but your local hobby shop that deals with trains should be able to order them in for you.

Tamiya has several sets of WW2 1/48 scale soldiers, both US and German. The US soldiers include a Jeep with seated driver.
