Can i apply this directly over the primed area or do i need to sand it back down to the raw plastic ?
Stretch sprue from the kit and lay into the seam using liquid cement. The sprue is the same color and hardness as the rest of the kit, so it will sand easily and will take rescribing. Be sure to use enough glue to melt the sprue. I use this method now before reaching for the filler and C/A glue.

After spending months on smoothing and filling the gap in the USS Enterprise cutaway kit, i noticed there is a sunken area in one of the gaps i filled. What filler do people recommend that wont shrink over time?
Depending on the size of the gap, either epoxy putty or CA - neither shrinks over time.
