Oil-based weathering and clear coats

Hello. I hope everyone had a great Christmas. Two models found themselves under my tree, an M163 VADS and M1191 uparmored HUMVEE, both in 1/35 from Academy. 

My question is about oil-based weathering. I've dabbled in it a bit with fair results. Practice will improve things. But I was just wondering if I should add my oily stains and rust streaks before or after the final clear coat? Are there any advantages in doing it before vs. after? Your input is greatly appreciated.

I do rust and grime streaks over a flat coat,depending on what medium your basecoat is,you might want to protect it,then I put a clear coat over my streaks also.

Oil stains and spills I also do on flat paint,sinks in,then protect it.
