I've built only two paper models (downloaded from the web), both turned out fine not the detail level of a plastic model but they looks fine.
To build them I've only needed scissors, cutter and glue. Much of the quality of the final model depends on the abilities you have and the time you invest cutting and gluing the parts.
In the same manner as a plastic model you can start with something simple. Try it, could be very funny.
