Couple things form the above posts.
First, you must be a current member of IPMS to post on the IPMS boards. Second, while I am a long time member of IPMS, there are a lot of people who are not fans (to say the least) of IPMS based on perceptions of the behavior of individuals who may or may not be members of IPMS/USA rather than the published and well stated philosophy of the organization itsels. Getting started, it might be better to go independent.
If you have a local hobby shop, enlist their aid, possibly as a meeting site and certainly to place posters announcing the hopes of starting a club. Do tha same for any hobby related stores in a 20 mile radius. Choose spot and indicate there will be an organizational meeting at a given time.
Keep the initail and subsequent meetings light and focussed on what you see as the purpose of the club. As the prime mover of the club, expect to bust you butt to keep it going and avoid fractiousness.
Down the line, if you get to the point of doing shows or contests, IPMS is a good bet since, along with the cachet of being part of the larger organization, your event would be eigible for insurance at no extra cost.
