You are describing "silvering." It occurs when the decals are applied over a flat, irregular surface. What you are seeing is light reflecting off tiny air pockets under the decals. The key is to apply a gloss coat to the area where the decals will go. This gives the decals a smooth surface to adhere to. Continue using either Microsol, Solvaset, or some other setting solution when you apply them, especially over rivet detail or other surface protrutions. Lastly, put a couple of coats of dullcoat or gloss (depending on the finish you want) after the decals have dried to seal and blend them into the rest of the paint job. This should solve your decal problems.
