I've seen the Tamiya kit online, anyone familiar with this kit. I'm told the plastic parts are made in Italy. Is this the same as the old Italeri kit?

Another one I'm considering is the Hasegawa, but the only one I can find is the Czeck acrobatic team version, can this be easily converted to a cold war era military version?

The Hasegawa kit is far and away the better kit. As you suspected, the Tamiya kit is the Italeri kit reboxed for the Japanese market.

The Hasegawa kit has fine recessed panel lines and overall better detail.
