I am trying to replicate the look of the foliage in this shot of the 'Tiger' in Saving Private Ryan.

 

Can anyone point me in a direction to a company or supplier that might make something that will work?

Try Hudson Allen Studios. They have some stuff like that. I have a package of pine boughs that really look the part.

..... of course you can go thicker on the leaf cover if you like.  I must warn you though, the process involved in properly using the photo-etched paper leaves is TEDIOUS!!!!!  Be prepared to invest some time in it but you should be pleased with the result.
