I used Celluclay applied to a wooden decoupage plaque on my desert dio.  I added a stonewall with low scrub vegetation and random stones placed about randomly to "Break up" the scene.  When done, I "Dusted" the whole diorama with a very fine dust:

Hi,  I like using "Great Stuff" exspanding crack filler for my bases.  Spray it on, wait an hour or two ( depending how thick), then minipulate with your hands (touch it with your finger and start after the stickiness is gone).  Check out my dio "Honor their charge".

I remember painting the figures from the Lord of the Rings roleplay game for a friend a few years ago. There was some grit to sprinkle on the figure bases and at the time I thought it was ideal for a North Africa dio! The ground was basically rocky. I don't know what that stuff was called but I'm sure something similar is available from Woodland Scenics (or similar). Mix it up a bit with grit from the bottom of a fishtank, garden center, or even the garden! 

I was suprised recently to read (May have been in von Luck's "Panzer Commander" memoirs?) that sometimes they struggled with heavy rain and mud in the North African campaign!
