Seriously though, the "pop-eyes" on the 28 Infanterie soldiers look rather cartoonish... Shouldn't paint the "whites" of the eyes...  Soldiers are in the sun a lot, and squint... Eyes should reflect that, or if it's not a bright day, they should be rather "wedge-shaped"... The whites should appear to be the skin-color at scale viewing distances too...

My technique for painting eyes in 1/35th  is to paint a band down the center of the eye in blue or brown. Then, I paint a narrow black stripe down the center of the band, concentrating on keeping it centered..

It doesn't matter if it's too long, you're gonna trim it to size... So let it extend past the upper and lower lids... Then trim to size with the skin-color...

Painting the white is ok in large scales, but at 1/32 and smaller scales, it doesn't look right, IMHO...
