I keep reading about using polyurethane foam for sculpting diorama bases - is this the green foam you can get in florist shops? I've used it before and it seemed hard to work with: crumbles easily, green foam dust everywhere, and when I tried to seal it, half the stuff came off on the brush. Am I using the wrong foam?

No, its not the same thing.  Polyurethane foam is harder, more dense, and doesn't crumble.  You can find sheets of it at DIY stores like Home Depot and the likes.  It is usually pink or blue and is used as insulation on buildings.  It can be cut or melted with a hot wire to shape and sculpt it.
