Mini art's buildings are a pain to put together BUT the finished products are always beautiful, and their bases are very nice and require no real work at all, just prime and paint. If you dont mind work, I always recomend miniart
also have a look at your local model railway shop for the new Noch cobblestone.
cheers

i would make your own. take a piece of wood 1/4" thk and get some cheap spakling compound at your local harware store. cover the wood, sand and scribe your cobblestones. probably the cheapest avail. just a thought anyway.
Working on a 1/35 diorama with a German Fire Police engine parked on the street outside a burned out building...looking for the best cobblestone street w/sidewalk, and the best/cheapest place to get it. I know Miniart has stuff like this, but are there any other good ones at competitive prices?
