I also would like to something similar but where/who do you 'send-out' to for photoetching? What kind of business would do this for an 'off-the-street' person?

Obviously, plank the deck the way you would if you were building a carrier. Remember that on IJN carriers the planking ran length-wise on the deck, not perpendicular like US carriers.

For the tie downs, I would suggest drawing a master and sending them off to get photoetched...not a complicated process. You can also etch your own, I wrote an article on how to accomplish this on Modelwarships.com in the How-To section.

Hi guys,
I've got a Timiya 1/32 Zero. I want to make a Japanese carier ship flight deck. Can someone tell me how to make that and it would be evn better if you guys find any finished ones online. If you tell me how to make it please don't forget that on Japanese cariers there were tie downs to tie the plane so that it doesn't fall overboard, and the tie downs were circular with a little bar going through the middle so that you can tie the plane down.
