The products you are showing are both made by Woodland Scenics and should be available at a well stocked hobby shop that has products for creating scenery for model railroads.

The best thing to represent water is clear acrylic resin.  You can get it in craft stores in the florist area.  Florists use it to make fake water for flower arrangements.  For the flowing part, cut a piece of clear sprue to the shape you want the water to be, then cover it with the acrylic water.  You may also have to use some clear resin (think the two-part, 5 minute epoxy in a syringe from a hardware store) and use it to "sculpt" the flowing water.  It works better since it sets faster than the acrylic water.

Fountain water?

I am making a small Berlin city fountain.  It is slate gray with weathering.  I want to put a little water in the basin and perhaps, running down the spigot.  What should I use to make the water and how should I color it?  Any ideas on how to make the water appear to run out of the spigot?  Same color?
